When I was playing their finishers were melee only, the only time they were better than WH was at launch when WH needed ballistic skill. Now they are even I'd say, but I don't agree with the lazy as hell way they balanced them.

Things will change once WH's get more of their cheese

T3 is where WH/WE start to shine. You seem to have a grasp on what the class is about, it's really just that T2 is "end game" currently. Also, the heal debuff bullets are GOLD, I usually only used those in RvR during live.

I think it's a current problem of every mdps (except inba mara as coryphaus mentioned ). We only can wreck things with dedicated heals and tanks when It comes to orvr. additional are keep fights a mess for mdps. staying inside and wait till door goes down and going down in aoe madness is not really pleasant

Yeah and assaulting keeps is a mess as well since their is no bypass defenses

Do you feel like WE > WH at 40?
I always felt like WE had the better filler attack (cause of tactics) and WH had a superior finisher in the form of Burn Away Lies.
Ouh and WHs had to decide whether to take the incoming healdebuff (squishy) or go the turtle route with 100% parry and 100% disrupt for some seconds.

I wouldn't personally touch it, seemed always better to go EW/BAL and Healdebuff over 100% parry on a 30 second cooldown...

I was playing both WH and WE on live servers. Many people says, that WE is better than WH. From my personel experience WH is just WE on steroids. I found much easier to kill with WH thanks to strong finishers, heal debuff in same tree as exit wounds. In T3 I was killing even tanks with finger in nose with Exit wounds spec + 50% crit dmg, AA haste and brute force tactics. Big advantage for WH is ranged finisher Absolution and also Burn away lines + in low tiers(like T2) Burn heretic. Both skills are "fire and forget" strong dots, while WE have to stay in contact with target to use puncture or ruthless assault. Bal and Burn heretic ticking even when WH is disarmed. Not mention that Witchbrew is not dot, but tick witch each attack for about 400 dmg(cannot crit), while my BaL crits mostly around 1k dmg with 2k at the last tick in T3.
Cant forget, how I soloed 5 people with 2 healers on my WH in T3 and I didnt even have as good gear as on my WE(Lotd weapons, pockets, lotd cloack+jewel combo, etc.) Just with exit wounds, heal debuff and crit spec.

BuT

The WE looks sooooooo sexy and I just dont like WH look in general.
I would never ever exchange any other mdps/rdps for my WE. Just... never
