What system requires the game ,.. was planning to go on laptop for this

Probably the most optimal way to restart playing WaR is to level up through scenarios till 40.
In this way you will be able to refresh some classes mechanics, grab some Ranks and get some decent gear to be able to get into RvR more confident.
With other words, you shoot 3 stones (at least) with a bird.
