I usually form city WBs. Sometimes i need the 25-35 minutes to form the WB (it is hard find some characters)
Less time will do no time to form the semi-pug WBs, and only big guilds will do full 24.
As a suggest, add 10 extra minutes will be nice

No matter the time limit both Order and Destro will que at the times they already do. The time limit now is perfect. Gives anyone out for snacks or not logged in, to get set. Many times Destro is having to rush to the AH or Guild Bank for pots and so on.

I think the 40 minute total wait is too long. Cut down signup time by 10-15 minutes.
