You must remember that big portion of WE dmg deepnds on proc. Kisses primarly if u are solo. To maximize it one need lots of AA. So fast dagger and a little of AA haste might help.

Second source is crit. Here can help you only renown and gear. Sorry WE under 70rr is ... not good.

To use RA one need high weapon skill. Buff from PA helps but u need also Bleeding Edge tactics.

Sure. What I play currently:

With PA buff 600 WS is a minimum. RA as a finisher. From second to last hit RA benefits from BE tactics. And 2 Slice after. Make sure to be close when you land last RA hit. During channels no AA so just after you wil have AA for sure. With fast dagger (1,6 or 1,5 from city dungeon) and MoM tactic your AA will be around 1 sec. Sometimes I see four AA between last RA and first Slice. AA also benefits from BE tactics for 3 sec after last RA hit. Or after initial OYK hit...

If you compare a WE with a WH, then the WE is nerfed and the WH is all checked. there is a solution you put the WE equal or nerf the WH and so they would be equal.

or better we go all the destruction to order and we do a WH

Can't help with tactics but rr go full avoidance - parry, dodge etc Next pick anticrit or wounds.

Sorry didn't see you asked for rr 70. I would maximize the tree to 15 points and took healing kisses tactic
