ui broken after pacth ?

You logged into your char without patching twice, now it is too late. The UI is already saved in the current state.
Patch twice on patchday in the future.

Try to copy UI from other char, if you have one.

If all characters are similarly amok and repair etc. doesn't solve the issue, what then? Does this mean not playing until a new patch? Would a new patch fix things?

Did you log into all your chars after patching only once? Do you updated twice now?

I have only logged into the two I typically play. Both are messed up. I have run several repairs and as far as I can tell updated many many times since the evil patch threw everything sideways.

When you closed game and launcher and restarted launcher, you should have gotten a 2nd patch. Then try to log in your not used chars and see if their UI is messed up too. If not, copy their UI.

I don't recall ever seeing a second patch. I normally restart the launcher at least twice after any patch. I did so with this one as well, but things are amok.

All characters seem affected. I tried making a new toon, but that one too is all messed up.

Am I effectively locked out of the game then until a new patch?

What I usually do is patch once, then start game, close game in character selection menu, close launcher and restart all. The 2nd patch I often only get, when having loaded into the game once.
Doing this I never had any problems whatsoever and there is a long history of people, who patches one, load into a character and all is messed up.
For most of them, the repair function helped.
If this doesn't work for you, then I am out of ideas.

Your process is different than what I've typically done. I usually install the new patch. Close out the launcher then start it again. I assumed that would catch any new stuff. I've never started the game and closed it out in the character selection menu and then restarted. Maybe that's where I erred.

I see two options:

1) wait for the next patch and hope that fixes things
2) uninstall and reinstall the game. With 2) what would happen to my characters? Are they and all their stuff, rr etc. saved on a server beyond my computer? I'm scared to try 2).
