We should also balance any concerns about splitting into more tiers affecting current population against concerns about growing new player base.

Before merging zones was a good idea because there weren't so many people on the server, but this times are gone. So splitting tiers is a good idea now. No matter the fact that some maps are not build to have so many players. So the zones are often overcrowded and lowbies that are running around are not worth killing and for them it should be boring, being easy killed by rr70+

I enjoy playing my "t2/3" characters with 40 guildies passing me all medalions

Im agree ! When there are more than 500 players on small zone like t2 its unplayable keep are untakable and there are huge lag spike . Whit the high number of players <40 i think they are gonna have more fun to play whitout all zerg lvl 40 rr70+ on those small zone .
T3-T4 zone are best way to play for lvl 40 cause map way bigger than t2 .

if population was back at 3k this would work, but uhh no way i think is this a good change with where population's at

Even with this population, there are more than enough players.
Has this server ever had 3000 concurrent players?

We have answered this question before. The answer hasn't changed. You're stuck with T2+ for the foreseeable future.
