It is, and it was because one of the devs here on RoR thought an ability giving -45% chance to be crit was ridiculously OP (it's not). Think it was Aza before he left. It should probably be turned back to an additive effect again. Has anyone tested how this interacts with crit chances below 0? Does it then increase your chance to be crit? edit: this also explains why from a healing point of view PVE Black Guards using this tactic tend to be squisher than I would otherwise expect them to be.
Regarding #2, please can you do a .getstats with the buff at maximum and show what the reduced chance to be crit is? After much digging I found where the change happened: viewtopic.php?f=42&t=21241. This is the kind of **** that needs to be on the wiki. This even happened before the wiki was updated. Random changes that go against how everything usually works must be documented properly with the tooltips clearly stating it. If you feel motivated, submit it to bugtracker with proposal to edit a tooltip.
