Here is the hard truth. If you can contribute sub 40, you probably aren't going to contribute much at 40.
The idea of making a playground for a bunch of players who aren't great to play against each other is OK, but this doesn't really do that. There would still be groups of people who knew each other and knew what they were doing that would farm newer players.
People would then have to start complaining about that.
My advice would be to not worry about winning or losing right now, just try to enjoy the game and learn things. Find other people to play with and you will learn more.
You don't get better by the game being made easier for you. You get better with effort and taking your lumps. I almost never learn anything from beating bad players. I do sometimes learn something when my ass is handed to me.
