What u say is pretty much how it is and has been, the only difference right now is a few bugs occurred that have screwed quests up and bugged a few skills. Pretty sure most are waiting for a new update which should hopefully fix quests, rework skills and combat to be more reliable and working correctly and tier2 (im no dev so what i say could be wrong but is the general feeling of most), there is still some fun rvr to be had and non stop sc's tho if you are not finding it enjoyable best thing to do is keep an eye on this project and await the new update.

While decimator is nice and all there is a very serious gear shortage atm I cannot find even gale helms now for my chosen or other things like shoulders
And then to go into rvr and get blow up because you can't really compete with these +10-12 jewel players with their lover cloaks and bloody gear that give like +20 str or +40 int and stuff their bloody shoulders and belts you can't compete against the damage they put out
If you are a new player it is a very difficult time to join RoR and have an enjoyable experience where you can be competitive with other players

In general, and not directed to Nalgol in particular
I think BoP is an utterly retarded concept, and even struggle somewhat with BoE - maybe for powerful items you could make some case that the item attuned to a wielder, but why should a fairly common helm for example not be transferrable to someone else?
In the pay-to-play subscription model, they wanted you to have to grind even the most trivial gear, but RoR doesn't benefit from that in any way. In fact it detracts from people in ORvR or SCs
Bind on Pickup is even worse, how many times did we have to farm ToVL only to watch BoP items for other classes than were in the instance to drop, so I'm addition to wasted effort, you can't even sell it or trade it with someone for something you want
BoP was a fking pointless time-sink in a game to encourage more online time to justify subscriptions. Please don't implement that **** in RoR

I completely agree BoP and BoE are not the solution all that needs to be done in put up 2 vendors , one in each wc with gale/ bloody gear or the equivalent to it and just let players buy what they need, this circumvents the bugged drop-rates issue and lets players focus on the important aspect of WAR which is pvp
after all this is the model that worked for every other tier
