The bug was fixed and it is appeared again some weeks ago due to the tiers change. SC score count zone lock so if you get 30k renown from locking a zone your renown score is enhanced by 30k
Fair enough. That answers that.

It is not a recent bug, this was happening 3 years ago too.
And you had the impression, that this bug persisted for 3 years without anyone complaining about it, in order to get it fixed?
This issue is new since 1-2 weeks due to sc tier changes.

easy answer, there was a Zonelock and Wulgard participated (if the zone locks while you in sc the sc summary shows all your earned reknown, including the points you get for the zonelock).
