You shouldn't be spamming Hateful Strike anyway. BGs are all about rotation and buffs/debuffs tracking. Terrifying Foe is just another one.

I'm pretty sure the Devs won't consider changing the tactic to reward a lazy playstyle.

I think that's measure of player skill.
same as waiting CC immunity off timer to use CC.
saving taunt to interrupt casting of key skill.

this tactic is not for PvE.
in PvP, use it once every 20s rotation, right after 20s CD skill.
it'll reduce override chance.
practice it a lot and you can tailor rotation order on move using this at high hate.
fyi, i use it on start and end of rotation.
