Yes, this happened to me a couple days ago. I selected the emblem, got a prompt that I will get charged 100g and need to select it again withing 60 seconds. Did that, got double prompt dialog pop up, clicked "OK" on both and lost 200g.
Our guild rank is 15
Just to make sure, your emblem will be shown at guildrank 20. Before that you will always see the basic one with the three faction icons.

But anyway it should cost only once 100g for changing it after selecting it the first time.
u should first understand rank 15 heraldry shown on cloak
and my guild is rank 18 now. cloak also no change!

Same problem here. Spend 200 g until I realized that the Heraldry doesn't appear until GR20. But we are GR15 and should see it on cloak what doesn't happen.

If you got nothing to contribute just move along. Rewards tab in guild interface clearly says level 15 unlocks guild cloak, level 20 unlocks standards.
