I don't see how this is completely and utterly broken. Boiling Blood or WoP run for the same time, or less and tick higher. It's not like the damage can bypass anything for free or could not be cleansed.
Just think about the choppa had a skill wich would make his attacks completly ignore defense mechanics. How broken would that be?

Exactly. Seems like its only broken when destro have it since Rampage is also 5pt skill that completely **** on all your block and parry. But for some reason ignoring even morales this way is totally fine. Oh and no mirror is needed ofcourse.

Live version it was a pulsing direkt damage dot. Hence the high AP cost. Just like Inevteble Doom it's ticks would prock Hurting Time and had a chance to proc anything else aswell. Dunno if it was changed on live or if the pulsing DD wasn't transfered over to here.
