what about tier difference?
if there's 60 destro + 40 order in T1, and 40 destro + 60 order in tier 2-4 , the server will see that its "balanced" with 100 on each side, but in the tiers lake it will be unbalanced....

Why reinventing the fire. Mythic done your idea, was awfull and reverted it. They did tested that and whole playerbase were cying to the skies. And back then it was at first war year and population were quite big.
So no, that doeant work out. Only way is to make more important locations which will make the zerg to disperse.
Zones volume is also problem cos u can quite fast travel from one end to the other which I would fix by removing mounts at orvr so posittioning and moving at zones become more strategic and punisheble (or lower mounts speed to 20). That is how bos will become more valuable. Reduce movement and u got new meta

There was zone limit and queu for entering. War is never fair in real and game.
if you want fair fight there are 18vs18 SC.
do you enjoy them?
anyway, here's how to reduce enemy numbers in orvr.
kill them and kill them again until their morales crushed.
send them to their home to cry.
now you have less enemy.
how do you kill with aao?
avoid main zerg, draw them to trap, use terrain or whatever brilliant tactics.
countless times i saw aao turned into enemy aao.
more times i tried, failed and die.
who cares about dying in game.
oh wait, those 'don't feed them' ppl.
your issue is not sound to me.

I agree that the unbalance at certain times can be very annoying.
Nothing worse to run around with the warband looking for a proper fight and only end up ganking premades/solo players.
It is difficult to put a game mechanic in place that limits the freedom of a player without scaring him/her off.
Tactical affinity is what makes you shine outnumbered.
Order warbands have been pulling quite some tricks out of the hat in the last days..
Many factors result in a realm being outnumbered.
Wiping result in people logging of or occasional cross-realming, the second one is a clear lack of loyalty.
Holding 70 Order in the War Camp and not allowing them to organize is another one. I believe that a fair fight is an illusion, but for the fun of the game, camping the war camp is pointless. On the other hand, why doesn’t the Order Realm take the pve zone and flank?
