Counting for debuffs is a gamble as there's no gurantee that you get into a situation where you get struck by a capped armordebuff, especially with the amount of avoidance tanks have. I wouldn't take it into consideration unless you consistantly face meta premades. Weaponskill on the other hand is consistant at 30-40%. So I would aim for around 117% armor mitigration flat and focus rest on wounds or toughness.

you must count armor debuff (worst in your case by mara is about 1300-1400) + armor penetration, which even on my WE is 20%. Choppas & maras have much more for sure.
so 3k is almost nothing if you get focused.
3300 armor is cap
u mean if I have 8000 armor, the part over 3300 still can resist the debuff or armor penetration???
All armor above 3300 is stored to negate armor debuffs and armor prenetration. But if u are not armor debuffed and enemy have almost 0 armor penetration that stored armor is useless
any case the stored armor is useless???I think only for magic attack?

my SM dont stack WS also get 30% armor penetration. I think the sets give some unfair stats for the SM

Tanks have high WS in general.
5150 -should be 117% - any kinda arm pen reduction. If you have 10% reduction from items then you need much less.

i can stack 5600 armor, also 10% reduction armor. But u say it is over and useless

Dom is Offensive set. Should be focus on str and wounds, not WS
I think the stats design should according different character's characteristic, such as SM is total a different from other tank

Not useless, just limited.
The WS tanks get inherently is the same across the board. It's probobly meant from a design point of view to compliment Parry, as weaponskill both increase damage and surviability and in theory is a desireble stat for a tank.

Yeah but that was removed with the reversion of the defense formula. Now weapon skill gives almost no parry due to the amount of people's strength and is essentially a garbage stat for tanks. Specially tanks that do not deal physical damage.

How Limited? is that the reduce armor pen cant over 117%?
but WS not add dmg to a SM. SM almost use spirit dmg. This is the characteristic of SM
If all tanks add WS, SM only add parry. But all other tanks add dmg and parry. That's why it is a unfair stat for SM
