Since Vandinar already posted the only necessary info, you basically have to consider that this is totally based on this crit chance and RNG.
Broken down to calculations you have to produce 25 talismans to make one of them a crit. You may also just have 0 or 2 afterwards, because it's just a chance.
So if you want 4 of them, you should consider needing 100 fragments for it plus the other ingredients. That's the reason why they are so expensive.
Correct me if I'm wrong, but there is no chance to manipulate that in any way.

I haven't done any math on this but 1/25 seems about right. Even at the best of times a crit is exceedingly rare.

Just slot +22s. 1 stat point per piece really doesnt matter.

not crit is 23 stat or 164 armor (if u have all 200 mats and 150 container)
for 180/ 24 u will need crit on top of that

Forget 180s. You need to salvage conq level gear and then get a crit with all 200 ingredients.
Just use purple 175 frags and 175 ingredients. Id save any crits you get for the next gear sets. 1 stat point makes no difference.

and one 175 result in 175 tier.
don't mix 200 with 175.
