I don't play DOK so can't say for sure, but my understanding is yeah, it should be working.

Well .. it's working if inc dmg dropps to 50% .. nothing hard to tell.
If it is a big deal for you - test it!
2 mobs do 100dmg each with their standard attack.. detaunt ... dmg drops to 50 dmg per hit .. voila
