No. What ST sorc/BW do is backloading dmg on targets. It means they dot up a target and time the dots/casts so they all more or less hit in the same timestamp. They can make huge numbers over very short periods of time, so it looks like one-shorting, but it its several abilities hitting at once instead. This tactic suffers under cleanse spam though.
