No. If debolster comes back, it should be intended as something to help higher-levels aid those in lower tiers, rather than having it be a main form of content for some people. I wish it would come back in that manner, but I don't think it will, as most people seem to either have never used it or used it to roflstomp new players.
T1 should be a place for new players to a gentle introduction to the game, before being thrown into the Doomsday Tier with the rr80 full premades. It already suffers from the problem of having new players being forced to fight against veteran players from live, so having such folks permanently there is ridiculous. The number of players I've seen who rage and give up over a twinked Shaman is absurd; if you want new blood coming into the game, you do not want those as a permanent fixture in the starter tier.
You don't need a warband of them for that:
