Now that we are talking cosmetics..would it be possible for SWs to get a quiver to go with our bows by any chance?

If you see any gear on NPCs that isn't (and wasn't ever) available to players, screenshot it, crop it and post a picture in the cosmetic gear thread so that they may be inspected and evaluated as to whether or not the gear is part of the model, or gear attached to the model. Then it's an easy task of creating the item in the database, then the not so easy task of convincing Torque to give the thumbs up for distribution; which believe it or not he/we want to push this stuff out to players but they need:
1 - Inventory Icons (will be possible, probably even easy, with client control)
2 - Stats/Abilties or lack theroef (which a lot of thought has to go into)
3 - A method of distribution (a task required to complete to earn the gear has to be decided then implemented.)

on live and probably here for some time there was t4 quests with "bugged" shoulders which gives appearance of opposite class. SH get IB look, WE - SW. Seems they are removed or fixed, is there any plan to return it? For example as reward for rr100, 200 or whatever.

Probably not, but we potentially are able to add all the community created assets, so you can go and create stuff that is more fitting to your class feel than Iron Breaker armor on Squig Herder.
Dwarf beards on goblins however are entirely possible...

Sad. I wish i could wear WE's bikini on WH :p. But muh lore.
Btw what tools is used to create assets? As i remember meshes in this game is NIF format which is proprietary and not open. It have few different versions and specific fields for different games. For Skyrim it's some outdated 3dMax + plugin for export or old version of Blender, because in new versions export is broken.

Also if you are able to take control on client, i am wondering if you are able to repack archives. Texture size here is very low likw 256x256 or 512x512, but it's suitable for MMO, however, for modern PC it's possible to improve exiting textures too look significantly better. 1k/2k for skyrim's quality.
