If you are referring to Oathbound and Sigmar's Vision they certainly do not stack, now or ever.

On statdoll at least, they have been stacking. Not too sure about .getstats. Can double check later.

(Not that nostalgic recollection accounts for much, but I do not remember them not stacking - even on live - though I daresay my memory is foggy on that matter)
