Could be different things. You can try and temporarily disable your Antivirus and see if that makes any difference. You could also try and enable the Windows features -> "Legacy Components" and -> "Direct Play"

Surely someone has seen this and knows how to fix it, can't play at all. Launcher comes up, Click on Forum and it works, Click on Connect and get the The application was unable to start correctly (0xc0000022) and this is after uninstalling and reinstalling the entire game client and launcher. I did check and both files are enabled. Checked the properties of the folder, gave full control and unchecked read only. Help Please

Copied the directx file directly to the game folder which got it to launch
