No, Exhaustive Blows deal 75% damage while Furious (25-74 Rage) and 50% while Berserk (75-100 Rage).
The Tactic that allows you to not spend rage (meaning you will pretty much always be at 100 Rage Berserk) makes you deal less damage on Exhaustive Blows (compared to using them in Furious), more damage on Standard Abilities and auto-attacks (compared to using them in Furious or Un-raged), but reduces Armor and Resists by 50%.
If Armor/Resists are linear, and I don't know/think that they are, if you are capped (75% armor and 45% resists) you will take 37.5% more physical damage (from armor reduction) and 22.5% more magic damage (from resist reduction). For 1v1 situations or enemies are not attacking you, Berserk is beneficial. For any situation in which you are being attacked by more than one enemy, Berserk is not worth the trade-off.
Edit: If you are NOT capped, which many Choppas won't be, the armor and resist reduction is actually less effective. If you only have 40% Physical Reduction from Armor, and 25% Resists, you will only take 20% more physical and 12.5% more magical - making it more worth it. This is why some Choppas go entirely glass-cannon and stay in Berserk, because their already-minor defenses getting cut in half doesn't matter as much, and they are multiplying their pure-STR/WS build by 50% at all times. With very small defenses, the Berserk debuff might make you only take 10-20% more damage, at the benefit of always dealing 50% more. You'll still die very, very fast, but you'll also kill things really fast.
It has its place, and its really cool that there are two different playstyles. Skillfully floating between 25-74 to maximize burst on Exhaustives at the cost of 25% extra damage output on Standard Abilities and Auto Attacks, while maintaining standard defenses is one playstyle. The other is tactic-based full Berserk mode, which makes you full glass cannon with better sustained outgoing damage, but less burst from Exhaustive Blows. The Berserk tactic synergizes well with a few others though, though not all are too viable (such as Berserk reduces cooldowns by 5s, Heal per 4 while Berserk, etc.).
Both playstyles are viable, and even good. If you can find a Guard/Healer to group with, personally I believe Berserk build will have more damage output, because you're not dead as much. If you're 1v2'ing often, Furious is where you want to be.
