There is a lot of tactics much better than this one, even if it is rebuild at higher value... i wouldn't equip it either with 33% value.

Perhaps a secondary function might make it more attractive while not pushing it so high as a debuff as to make it op?

Lets look at what
... reduces enemy outgoing damage (grp) for bgs, bos and chosens
Str debuff (bo, cho), ws dbuff(bo), cs (cho)
... reduces incoming damage (grp) for bgs, bos and chosens
Ini buff (bo), resist buff(cho, bo), armor (bo), tou buff (cho, bo), group absorb (bo), base avoidance parry, dis, dodge (bo), magic damage (bo)
Most of which are core and doesn’t even require tactics for other tanks. Unless that is changed it is simply not an argument to say ”oh it is core so no”.
It is a tactic asfaik there are no req for hate scalers on tactics and tbh most aren’t scaled by hate. If it is a problem slap 3-4% on every 10 hate.
Order AA on melee > Dest aa on melee by a mile. Unless this is changed I find it odd you suggest enforcing mirrored aa reduction values. Incoming heal (knight) or spirit debuff (SM) are other areas where this rule isn't enforced.

Sure if you build for turtle or dps instead of grp

So why a BG would slot this tactic when every melee group has one mara and they almost always use savagery spec? Use it on AOE? With a 25% chance it is not a viable choice.
Crush Vitality is one of those weak tactics that none will ever slot. 20% is too low. The AA increasing tactics or free abilities are +50%. Why debuffing 20% is ok? Why not 40% or 50% ?
It may be a core tactic but Runefang for example is a core tactic too. Core tactics don't have to be weak.
