Im not sure there is an answer to imbalance, ppl will play what they like, that being there are players who prefer to play the less populated faction and those who chose the most populated. The empthasis is on us players to help balance things as there is no restriction on changing faction, and leveling a char to max level is easy right now.

With AAO there was always a groups of players that would switch to the underdog and even things out a bit. Really t4 was the problem where getting to city to get the best gear made more people switch to the dominant side to push. Then back again to when they were locked out.

Don't worry, update 1.3.6 was in august 2010. :)

I pretty sure the devs will add it sooner or later.

But could the site percentage just be a check that enables the transferring on the website. Then the website just hooks into the character database and does the transfer/creating/deleting.

Unless I'm mistaken in that characters are stored in a database it wouldn't even need to use the client?

You would need to link every item, skill, tactic, etc in the whole game with its counterpart. Would be full of bugs for ages and take a lot of work.

Theres was a ton of data stored for each character switching it all over and all the assignments would be a pain in the ass.

But I've already addressed that, You could implement it so only level, renown, gold and gear over RR40 is transferred. This could then be expanded whenever anyone had time to work on it (If it ever even needed to be expanded).

This makes it so you only transfer significant characters that would make a difference.

Again to stress to everyone this is a preventative measure that could be in place in a basic form for now and work for just level, renown and gold. Then once T4 is released be expanded to include some gear. It gives people to chance to balance the game themselves without having to reroll a completely new character which is negative reinforcement. So people won't be as likely to do it.
