What is meant by NPC Genocide? Just grinding relevant level mobs?

Cheers
There are a variety of spots with a large bodycount and fast respawns that allow you to... well grind NPCs.
With your setup, KotBS + WP, you can essentially get to T4 within two days of grind if you stick to PQs and these spots (e.g.: T3; destro PQ above "Chaos Ruins", tons of Ogre NPCS to bash - alternatively Badlands; Ch12ish(?), Squig champions in the canyon and the cave in the northeast - to enter the cave and dodge the Hero, just have the KotBS run in first or pull out [not too far, you want to be out of aggro range inside the cave and yet able to rez him from inside] the hero, rush out of aggro range while he dies and rez him afterwards.)

Abbd.: Note: This is if respawnrates and spawns in general have not been changed.
This sounds great thanks for the tip, is there anywhere I can find where best grind from T1 to T2 etc? Is it just the hard PQ for each area?

Just stay in t1. There's usually always something going on and you don't have to worry about gear. That's what I do with my alts.

My advice is to rank yourself fairly fast to the top of your tier bracket then stop fighting NPC's all together. Try to find a good fit for RvR and work on that for a while to build up renown rank.
buying renown tactics is so vital to competing in RvR or scenarios. If you are participating in scenarios without proper gear you are pretty much messing things up for your realm.. Try to have basics covered as far as gear, spec, mastery, talismans, or de-bolster.
I admit it takes a bit to find a decent spec but you can and eventually you will notice what seems like enemies that are grossly overpowered.. Probably because you can to buy different tactics...
cheers, good luck

If you have two people that can farm mobs, I really think it is a good idea to get a good farm spot. You then duo Q for the pug sc and try and do it during the EU time. So you can level RR from SC's and then blast the mobs in the meantime.

Well, /advice generally offers tips and such - just state you are a new player and people will actually direct you towards the stuff you are looking for.
As for specific spots, I haven't grinded a char to T4 since what feels like ages, so I dunno what spots have been overhauled by now.

From T1 -> T2 I'd suggest the havoc grind in Troll Country, for both realms - at best you start with lv 10ish or earlier, so that you can enjoy playing T1 with proper gear and an extra mastery point allowing you to pick a tactic you normally wouldn't be able to pick (especially potent on KotBS/Sorc/BW, *cough*).
Other than that its the new epic quests that have recently been introduced to T1, dunno where they start tho. But they, too, should give quite alot XP - both in rewards and NPCs you kill on the way - and gear that is quite fancy to have; BiS T1 gear + bolster in midtier => hilarious on (r)dps.
