No all these are non Goblin playeble characters/classes that have tools (or are bugged) that can increase their runspeed. Just wanna kill the myth that it some sort of Goblin exclusive feature.

Blackguards don t have charge and are not bugged.

They dont! but they have a core tactic that increases 30% run speed on disrupt and 40 action points that last 5 secs.... ohh and epic t4 weapon that have a 20% run speed proc over 10 secs ( i think subjugator glaive has same proc ).

Someone knew the item id and linked it by number. It's not actually obtainable in-game.
