I'm just wondering what this leaves for game three, considering Tomb Kings will definitely be DLC for game two and possibly, maybe Daemons as well. Ogres and... Chaos Dwarfs? Nagash? I could have understood them leaving out Skaven until III for that reason, as there are plenty of other attractions in II, but I'm not complaining.
Game files suggest factions for each of the Chaos Gods, not sure if I'd like that.

They could dip into RPG and Warmaster material to bulk out other factions in armies. Araby and Kislev had Warmaster armies. The Cult of Ulric had a storm of chaos army, could see Middenland becoming second Empire faction with Warrior Priests of Ulric, Knights of the White Wolf, Knights Panther, Teutogen Guard, Wolf-kin, etc.
Could also see them releasing Tilea as a faction with the old Dogs of War list: pikemen, duellists, all sorts of crazy mercs like the Galloping Guns, Birdmen of Catrazza, and Leopolds Leopard Company.
Cathay and Nippon will never be released, suck it weebs.

I'd like to see the empire of Cathay along with the Ogres and maybe the Hobgoblins and the Kurgans / Warriors of the Steppes in the third game ?

No way they will add Cathay. Never had a table top army, and never showed up in any of GWs games. Same thing for Nippon. Kurgan are just part of Warriors of Chaos, wont get their own army either. Hobgoblins I could see added as another unit for Orcs and Gobbos but no way they will be a standalone.
Chaos Dwarfs were part of the DLC list datamined by Russian folks, and they had their own, fairly interesting, army. So almost certainly will be in.

Yeah, a bunch of Russian dudes datamined the release list of factioms and dlc, and have basically been 100% correct. Chaos Dwarves will probably end up in the third game, alongside Daemons, Ogre Kingdoms, and revamped Warriors of Chaos.

It's just a fairly lackluster roster for the ultimate game, very niche appeal - not to mention all evil or evil-ish.
Araby is interesting, because surely they can't just re-use the Empire roster again, can they?
Regardless, this could point to a shorter gap between II and III, as there is less DLC to put out. Outside of Tomb Kings, which faction fits into the area of II? Not a whole lot.
