I dont see any problem with the Rng involved around getting conq gear in gold bags because this can be attained via medals so eventually everybody WILL have this gear. The issue lies in getting purp/blue bags as its completely out of your hands, you can be contributing all over the map with kills/resourses and bo/keep takes yet joe bloggs on his chosen who sat at one bo tick and is now afk in the warcamp has just as much of a chance of winning the top end loot by doing nothing, this imo is flat out wrong.
Would much rather see all bags contain medallions (maybe not gold) and all the purp/blue gear purchasable via medallions, dont make the prices cheap, they can be super expensive to hold their rarity, but just having that genesis piece on the vendor for 3k medallions that maybe in a few weeks or a months time you can look forward to buying will make it a lot more enjoyable for many. Again you can tweak the prices how you like depending on how you value their power so this holds their rarity and gives the ultimate carrot to players whilst removing the frustrating rng element.
Being that little bit closer to some new gear everyday is WAY more fun than rolling the dice and being potentially no closer than you were 6 months earlier.

From the feedback here I would suggest that the kill quests be combined with keep taking , BO and zone lock. This would limit the drops to current model but include the contributiiiob element , it would also negate the impact of x-realm and post box guards, while removing the RNG .
I believe this is a better system for loot bags. There is scope for RNG fans that the type of reward (gold, purple blue, green or conq) to be driven by RNG with an appropriate distribution.
The conq drops I still believe that the drop rate from kills should be reduced and kill quests giving a number (1/2 or 1) on hand in. Once again giving all players a decent reward.

Your right, tbh, they can do whatever with the bags, just enabling an option to purchase the rng items via medals would make it 10 times more fun.
No silly rng loot system, rarity can be set through pricing accordingly.

True, adding the purple weapons and cloak to the Conq gear merchant would be fun, maybe price it around 1000 meds or so.

One of the best things to keep in mind though if you go with the "you can get medals from kills" argument is that the best way to get those medals, and those with the most right now do not do it from group or warband play. It is from solo roaming / small scale ganking. A highly unbalanced area of the game, where a lot of careers are utterly useless in the meta.
If you are playing something that doesn't work well for solo / small team ganking, and you are unlucky with bag RNG, then getting medals and thus the set pieces becomes a near impossible grind.
It is incomparably easier to get medals on something like a WH / WE / Mara then it is on a solo'ing BW.

The thinking here is to use the definition of kills as per kill quest not killing blows. This should even out the balance between classes as the quests grant kills much wider than group with killing blow
