Are you attempting to connect via WiFi or ethernet wired connection? if WiFi, try using wired and see if that succeeds. If not, try using a VPN to initially connect to the server.
Other options can be to try allowing exception for War.exe and RoR.exe in your antivirus and firewall settings. Perhaps either one is blocking privileges.
