No way possible with current server pop.
If we had 3-5k players, then it might become possible to allocate healers so that scs only begin with enough archtypes present, but currently it would just kill scenario queues in every single tier.
And the lack of healers is not that bad, 10% of time you lack heals, 10% of time opponents lack heals, and 80% of time the scenario end result depends on what everyone else is doing, dps-tanks-VPmechanic...
Heck, if you want to ensure that every SC that you play in has a healer, there is one easy solution; roll one.
I played healer on live 95% of time, carrying my tean from one sc victory to another. It gets boring.
A brutal bloodorgy of 12 dps fighting 12 dps is far more interesting than having 2 perfectly balanced meta teams go turtle one another.

Have to agree with no SC changes. I've had a few scenarios where 10 DPS, a healer, and a tank have crushed a 3 healer + 4 tank + 5 DPS opponent. You don't get the good feeling when you outplay like that if it's a cookie-cutter matchup. And the GMs, to my understanding, have tried to balance the game around pug suggestions before and it hasn't worked. If you want to win scenarios, use that /5. My 2c.

OK i dont whine where there is alot tanks on 1 side and none on the other I whine when the SC pop 3rd time in a row and my team has no healer?! This SC shouldnt started if Healer do not queue. This game is absolutly based on healers especially If u play sorc or bw. This problem was on live with bigger population and the same problem here. Fix this and SC will be playable. I rather wait longer to pop but have healer even 31 lvl is better than no healer and play tor anroc without healer for 15 min and have no renown and no emblems.

Pairing equal numbers of random group comps of lowbies without relevant gear that doesn't leave the spawn after 1 kill vs full geared premades is by far the worst aspect of this game. Scenarios is meant to be fast pick up and play. Its hell of alot more fun in t1-3 when you solo que then it is in t4 were 2/3 of the matches plays out like i described above if you're solo qeuing. There should atleast be some restriction that premades will always be paired against other premades or 1 group of premade will always be paired against 2 group of pugs. (12v6 Scenarios). Its not relevant wether the population support it or not from a game design perspective. Its just bad game design and no think it's fun. Not premades, not pugs. The option to do the same pug vs pug scenario over and over is not much better either tbh. It gets boring really fast and I personally would rather just not play at all or doing t1-t3 alt puging then doing the same SC more then 3 times in a row.

As simple as that imo, totally agree, we often (well less now) took "pugs" to fill out our party, it really isnt that hard.
I'm more bothered with the 2 premade vs 1 + pugs but its not something that happen that much so whatever.
Overall cant complain (well there is always something to complain about) but this is mostly a player problem not something dev should look into imho.

Its not a player problem. If you would remove the option for people to solo que and force people to make groups for SC's then LFG chat would look something like this. "LF healer r40rr55 minimum. Must use TS"
Only the players with cerain requirements would get to play coz everyone wants to win. Soloqueing and open warbands is the bread and butter of this game coz it offer inclusivity nomather what and this keeps feeding the population. However in instanced based combat with equal numbers there is no equallization factor. While in open pvp you can always bring more numbers to try and equalize it. The problem is power gaps It's not player related

In an MMO i dont quite see the problem to look for people before you go queing to be more efficient its kinda like doing the job of a matchmaking yourself ? except people are lazy and dont want too, rather complaining on forum than do "/5 LFG healer to duoqueue in SC" or whatever you need to know you'll have a decent setup hence why i say its a player problem and not a dev problem.
The only thing i kinda agree on is facing premade as full pug is just usseles even if you have a decent set up.
