Engineer/SH conq set seems pretty OP, comparatively it's ini rip into BS buff is leagues better than the toughness steal proc on every other DPS set because of conflicts with Chosen/Knight, and just the over prevalence of toughness buffs/debuffs in general. The high proc rate on it also frees up a pot for SH/Engineer.

Glad to see WE/WH defensive set armor bonus was bumped up to medium armor values instead of being 260 or whatever as well.

To clarify when proc says "steal" does it mean take value of enemy and give same value to me?

This will save me a lot of time.

If i recall we had the same proc(obv. in a weaker state) on t3 set's and it was changed to thoughness as it was percieved as redundant (at least for sh/sw) given the fact that without linement's there isn't really anything besides a ballistic pot you would slot and both classes already have an initiative debuff on demand. Now its more relevan't for engi's tho.
I assume that is also the reason its not a 80 proc but 100 as it makes it more useful naturally.
