Of course he is! The Great Horned Rat is second only to Tzeentch in terms of cunning, Nurgle in disease, Khorne when one is cornered, and it's a well known fact that Skaven have better Warpstone raves than any other race.

It would only make sense for the other gods to recognize him, with Slaanesh out of the picture. (I hold by the fact that it was all a part of GTRs plan.)
