Mate strong advice to stop posting in inappropriate threads or you are going to find yourself on the wrong side of the gms, devs and webpage staff. Seriously heed the advice. Maybe delete other posts and don't derail threads

Step one:
right click your game folder > properties > uncheck "read only" (also for subfolders and files)

Step two:
right click RoR launcher > properties >check " run as admin" > save
do the same for war.exe if you want to make sure.

But dont post this question in every topic you see around.
