Correct.

25% seems good, a lot of people will be happy to see purple numbers again.

This will get more people motivated to be out in the lakes since 1 kill with AAO pretty much gives you the same amount of renown as a whole SC win.

More people in the lakes means more people testing/participating, which is good for feedback and thus fixing T4 RvR etc...

Especially in non EU times when there isn't even enough ppl in the lakes to try out keep takes.

Tier 4 will be fixed. It's only a Cap increase, theres no new Armor Sets yet.
