Yeah its not like they leave the group again as soon as you join. I give up after the 3rd party switch usually.

Get the addon Hopper. Switching groups was never easier
I have no problem switching groups until THEY give up.

Honestly, I queue with anywhere from 0-4 of my friends often. The average is about 2 or 3 of us in a group. We always try to fill our group with the remaining PuGs. We even have macros to say something like join our party for sick buffs and heals in scenario chat. (sadly doesn't work often enough)
Yeah they can roll on our stuff. Who cares? The fact that they are in our party can mean the difference between winning or losing the scenario because the three extra people are receiving like 7 group buffs and group heals. Last I checked, Medalions for Win > Medallions for loss.

Dunno if its worth to make this thread another one about SC problems like switching parties to farm medalions (didnt know that somebody would still do that at T4 lol). I just posted it here for sake of lulz since it was hilarious

I don't think that was the intent at all... he isn't calling anyone in particular out after all. He just gave a funny little screeny of the day to day scenario group issues.

He ended up with my guard as well. Potion+bolster, no question hes getting a guard. Also people were asked multiple times to fill the groups. It literally just got worse from that point and more people spread out. It was pretty funny.
