Order: Slayer/WH/SW/BW/AM/RP (50% inc), WP (25% inc), KotBS (25% out aura), IB/WH/WL (50% outgoing)

I think those are all the heal debuffs. I might be missing one.

Ailments (not cleansable by WP): Mara/WE/SH/Shaman
Curses (not cleansable by Dok): WP/WL/IB/KotBS

I love the SH heal debuff because it is ranged and spammable (as long as the target already has an ailment). Order lacks a good Curse inc-heal debuff.

AM have 10s cd and 10s long
Shammy 30s cd

BW have healdebuf
Sorc - nay

it's already order biased, but you want more.

for balancing, give to sorc ranged kd

Oh yes practically every DPS has one some are more use than others though. Check outhttp://waronlinebuilder.org/# it will be quite informative for you.

WL's is most unfair and useless. WH/WE have it for free, IB/BG spec it, because it's their job to annoy healers. Well one of jobs. But WL, wasting tons of masterpoints just for outgoing healdebuf? seriously?

The wl heal debuff is more about group synergy and they make it up in other areas.
