I'm absolutely agree with you in this point, establish conditions ingame is the most efficient way to modify the behaviour of the player, that way the player won't do certain things.
The LOGIC OF THE GAME should regulate the player INGAME (NOT BEING ABLE TO REACH AN ENEMY WARCAMP BECAUSE OF THE HOSTILE NPC's).
Instead of: the MORALS OF THE STAFF regulate the player IN REAL LIFE (YOU ARE BANNED, THE MODS DON'T WANT YOU ON A ENEMY WARCAMP).
You seem a guy that understands this and don't want the staff to be condemned to guard SO MUCH the behaviour of the players eternally.
But some people, don't seem to think this way:
