You need to be at least lvl 8 with the required rr for gear to be really useful. That mean getting your *** kicked for about 2-3 sc or being useless for 20-40min in orvr.
You are however useful in lvl 1 as RP,zealot since you get flash heal at lvl 1.

Theres no reason you cant just get stuck in from lvl 1. Just spam that dps or heal skill. Ive seen sw top dps in t1 just spamming eagle eye. This game is about rvr so rvr. When people tell you you cant do something it just means they cant.

There no one way to go about leveling, If you grind nothing but mobs you lvl pretty fast, but have low renown rank. On other hand renown rank goes up fairly fast if you don`t mind wearing lower lvl gear until it goes up.
You can also pick up the stalker quests starting at 21, and the two epic weapon quests at 20. one in weapons are in chap 10 chaos/highpass , and Elf chp 10 for both factions. there are no renown rank requirements to equip them and they are good gear until you get your renown rank armor set.
I normally do a mixture of some pve as well as ORVR, be sure and pick up the travel quests, they start in each tier Warcamp and send you to each of the quest hubs for that tier, They are great Exp, as well as easy money . Just doing the Tier 3 travel quests for empire and elf is over 10 g which is great for buying your Mount.

You'll really begin to shine at around level 9-10. You will have accumulated the emblems you need to buy the emlem gear from the merchants in the pvp town. Once you have those, spend a little time leveling up your salvaging and talisman making (learned from the circle of trainers in the middle of altdorf). Once you do that, insert some of these talismans into your gear. Then you'll wreck everything in sight until lvl 14, at which point you move on to tier 2.
During tier 2, there are some champion rats in the Ostland rvr zone that are great for leveling. They are next to the southwest rvr node. Use these to grind levels if you can't find any action. Tier 2 rvr is mostly dead except for when it's european primetime (euro time after 5pm when people get off work).
Tier 3 is active, so leveling won't be hard.
With regard to your question about a ranged aoe class - bright wizard has a massive aoe fireball that blows up everything in sight, learns it early like level 5 or something. It's an increidbly strong aoe ability and I credit it with why order constantly pushes them back to their base - a handful of bright wizards spamming this aoe fireball is enough to destroy even a mob of tanks after a few casts.

I sometimes also get frustrated if i feel i am not able to contribute in RvR, so i have been experimenting a little back and forth, and my conclusion has been that aoe classes are good if you want to feel that you are contributing. Personally i love the slayer / choppa for this because i feel that i can single-handedly push pack an enemy group by outdamaging their healers through my capacity for aoe damage.
Sadly this strategy does not work all the time, because sometimes the enemy simply has a better team composition (or my team has significant flaws in our setup, like too many tanks or too few healers).
So sometimes its also best to just play the class that is lacking in most RvR scenarios, and i feel that tend to be either healers or tanks.
Summing up, either play an aoe dps class or choose a tank / healer.
EDIT: I am speaking about tier 1, however the meta seems to change significantly in tier 2 where i feel i get punished much harder for the mistakes i make.

Can you elaborate a little on the travel quests? Are those the ones that say go talk to person X? Are those people usually in the same zone or best visited via flight?
