I disagree Conq is T5; its a T4 set, Invader should be considered T5 since its the first armor set upgrade where required combat ranks are no longer increasing (conq is the first set requireing lvl 40 for all its parts, after this the armor stacking starts to envelop).
What you agree, or disagree with, is largely irrelevant. Devs have said it's a T5 set (and provided coding that says so) and that we aren't getting Conqueror initially with T4, because Fortresses are not going to be implemented with the release of T4. I agree with how the devs are doing it 100% (however what I agree with it also irrelevant).

If Conqueror was released at the same time as Annihilator, we'd be people not spending Officer Medallions on Annihilator gear, and instead save up for Conqueror.

Well to be fair, conqueror would also cost conqueror crests. 8-)

interesting so back in the days, The third RvR armor set in Tier 2 is the “Annihilator” and The first RvR set in Tier 3 is the “Conqueror”

Only much later on after they changed the tier brackets to keep people out of T4, and away from Warpforged death squads, for as long as they could.

I hope as a set balanced for T4. But one can always hope,...? ;)
Want to head off some confusion before it spreads - "T5" was Mythic's internal terminology for Fortress and City content. "T6" was their internal terminology for Warlord and Sovereign content. This terminology is used in the naming of their asset files, especially for armor and weapons. For example, the appearances for the Conqueror chest might be labeled, Armor_HE_SM_05_A_Chest. The "05" indicates that it's "Tier 5."

The players on the other hand, consider all of this content to be "Tier 4," since there's no separate battlefields, brackets, or public-facing indication that you're supposed to be on a different playing level.

Torque means that when we launch Tier 4, we will be releasing the Annihilator, Ruin, and Mercenary sets. We will not be bringing out Conqueror for a while, because it will be kept as a reward for fortress fights, and those will be released later.
Thank you for the detailed explanation, this explains why it is called a T5 set from a Developer Point of View and i can understand that it is a reason for you to not implement such armor sets yet.

But as a Player ( and as someone who cares about balancing) i have a different view i would prefer to see it as a T4 set aswell. Its the first "lvl40" set - and back in the day something like a minimum Set (city dungeon / or conq or mix) for doin proper endgame PvP .

to use early lvl3x Armor values to balance meleedmg classes vs magicdmg classes will just not work properly.

So i personally hope the implementation of conquerer (or city dungeon Armor) will not bet that far away :)
