Even before the nerfs you could do TOVL with pretty much any setup. Though my preferred setup was zealot main heal, dps dok offheal, choppa, sorc, BG main tank, chosen/BG OT.
I main tanked it on my BG when he was barely rr40 (because I got the token from a colossus kill and wanted the weapon), once you learned the fights it became pretty easy barring any bugs.

I like the idea of revamping tovl to clean it up, but if you are going to make it harder, can you also re-think the loot rolls / loot? Having to run the dungeon 90 times to get one piece was a PITA, but with tovl being easy (1) it was ok. Make it hard and people will just give up on getting a full set and pretty soon will just stop running it.
Maybe make the pieces generic? Example: A generic pair of boots will drop that get traded in for your archetype's boots. Or make it so with enough masks (or other tokens) you can buy a piece?
(1) ToVL became easy with the introduction of rr90/100 gear. I remember trying to do it with a party equipped with Conq, it was not too easy!

So when making boss fights harder can we please not focus on memories of rr100 grps finishing tovl in under an hour?

You could solo tank pretty much the entire dungeon at RR80, just need a somewhat sturdy dps/healer to share cleave on 1st boss. You need good healers, the tank just needs to not be able to be crit, beyond that he can be rr40.

ToVL was Invader and Darkpromise, I believe. It was LV that was Conqueror/Sentinel

tanked it with my rr20 bo with 4 pieces sentinel and 2 darkpromise (setup was WE, magus, sorc, off dok and shaman) and this was no big deal bo > all other tanks in tovl

never miss a chance to bring magus in pve, dot damages on bosses are real.

Always used one tank. My healers were probably carrying me but invader was enough to start MTing ToVL. PVE tanking is a rare skillset in a PVP-focused MMO so to me it made sense that the instances did not need more than one specialist.
There really isn't enough for a second tank to do. You could create demand for DPS specced offtanks by balancing the bosses around crossguard and tweaking focused offense so that guarding the MT did not reduce their aggro. But given that PVE lovers are in the minority here, how hard do you want people to work on their comp for dungeon runs?

Tovl was equalent of Warlord if i remember correctly.
City Sewers - Annahilator
Bastion Stairs - Conq
LV - Inavder
Tovl - Warlord
So tovl should be tweaked for invader/drakpromise gear??
