How are offhand items like shields and books handled for abilities? The old theorycraft suggested that they had hidden dps values based on their item rank.

No. They made no contribution.

damage = base value + (off-hand weapon dps + damage bonus) x effective cast time
that is not true for engies. Some skills from tinkerer tree got distribution fully from main-hand melee weapon and zero from off-hand range weapon. Check blunderbuss blast, friction burn, snapper swine, prolly there are more i just checked these

at some points from mythic was thinking to add weapons dps contribution to magic users and healing but sadly they dropped that since BW,sorcs were too hard to balance around that

Posting to confirm you are wrong. Classes capable of wielding an offhand receive skill contribution from that offhand. This is guaranteed if both weapons are melee. In the case of a range slot / main hand combo, contribution is skill-dependent. Some bow attacks use the melee weapon's weapon DPS in addition to the bow's.
Yeah this seem to be right however i only got something like 50% contribution from the offhand weapon.
Hmm, now i can really see why 2handed weapons need a dps boost tbh.

2H weapons should have a dps value of 1.45x 1H weapon dps value of the same level. if ths is the case, they are making the same contribution to ability damage.

Blunderbuss Blast is a gun ability. So, of course, it received a contribution from main-hand (rifle) dps.

I'm pretty sure that Spanner Swipe and Friction burn received contribution only from off-hand (spanner) weapon dps. I can remember testing those thoroughly.

Originally the two weapons could be considered separately. Rifle (ranged) abilites received contribution only from rifle dps and spanner (melee) abilities received weapon dps contribution only from the spanner's dps. The same was the case for SW and SH for their respective ranged and melee weapons and abilities. so both weapons could be considered to be main-hand weapons, depending on whether you were using a ranged or melee ability.

But in 2009 or 2010 the change was made where the melee weapon (spanner) dps value contributed to ranged ability damage at the 45% rate. (This change coincided with the change when ranged abilities could be used at melee range.) After this, the melee weapon acted as the off-hand weapon when calculating ranged abilities, but it remained as the main-hand weapon for melee ability damage, with no off-hand contribution. Where the weapons were slotted on the paper doll wasn't really relevant for ability damage calculations in this case.
