For the tanks it's actually not good

they just get more damage without any real benefit to them. It's good for the group, so if the group is useful, it does help the tank in return.
@lisabin the title is a question and you didn't have enough text to make clear what it was meant to be. May I avice to search for another video, that shows someone actually staying in range?

you are right , but i wanted to make emphasis on the "SWITCHING" guard

Well thats like saying that it's not for healers to heal other but themself either coz they gain nothing from it.

The guard ability does not, a guard bot, make you.
Guard is a 30ft range ability. 30ft is extremely small. A successful tank is literally a rubber band on his/her dps attached at the waist. DPS goes forward, tank goes forward. DPS goes back, tank goes back.
Connectivity to your guarded target, few do that really well. Guarding a target is good. Swapping guard to a target that needs it is even better. Actually being in guard range so the ability does anything - priceless

Let me tell you a tale about playing tank in scenarios. So you are yourself, a sturdy SnB tank with the will to help and the skillz to pwn. The first thing you will notice in 80% of all scenarios is that your group does not have an MDPS to guard. Guarding RDPS is always a bit weird because you are naturally a melee class as well so either you stand back and do nothing, or you risk your RDPS to die without you being able to guard them in time.
But okay, lets's say you actually have an MDPS to guard. There are 3 types of players, good MDPS, average MDPS and bad MDPS. The first type of player is so rare you won't encounter them in a scenario. The average MDPS will always go in, hit a target, and retreat. At some point they realize that suddenly they are really tanky. They start overextending and both of you die. And finally, there are the bad MDPS. They run in and just die. If you guard them you just die as well.
So for all the players that complain about guardtanks not guarding people: It's not because they are bad. They just don't want to put their life in the hands of some idiot MDPS. If you think about guardswitch you just multiply the chance of encountering incompetent players.
Small sidenote: Does the Guard CD work different on RoR than on live? It seems that way in the video
