People will "Freestyle" regardless of these quests being implemented. I think people will get the impression and feel like they are being forced to play a certain way. Problem is each class has multiple builds. The only way this would be resolved it making certain classes Heal, tank, dps.

I think the numbers are small enough to make it work for specs that are not comparable in that regard.
It will take me longer to gain the defensive stuff and ages for the healing parts, if I'm playing an offensive tank - on the other had it's still possible and not insanly hard to do.
On a dps healer a few lifetabs will already help them getting the numbers btw, they are meant to be low-ish to make it doable.

At the moment, we don't have the ability to restrict quests like this. You would have healers able to pick up the guarding quests, and so on.
But maybe we'll work on that functionality sooner than later, because I would like to see class-specific quest lines.

even if they'd pick up the quests they can't do, the only drawback would that they can't finish them

Would it otherwise be possible to track the necessary numbers?

Even the most selfish person will do something that helps others if they get a reward - that is what I'm trying to get to in case of veterans here, some motivation to play a bit less selfish and a bit better

Getting people to play less selfish is one thing.
Getting people to play better is an entirely different beast. I bet you wouldn't even be able to find a consensus on what actually good is for half of the classes. I mean how would you determine/measure good positional play?

The issue with measuring good positional play(and other things a bit more difficult) is one of the reasons I did not put up a few hundred quest ideas
People playing less selfish is making the group better and that in turn might increase the play of the players in that group - similar to other ideas in regards to scenarios it's meant to give some incentive to try and get better even in pugs and reduce the chances of being rolled all the time.
This one here is the part meant to remind people of what they might be able to do to help their group
