As Geni said likely doesnt exist anymore but incase you want to see anyway it use to drop from the vultures around order ch 4 in mount bloodhorn.

Vultures aren't going to drop it either.

There was also a sorc appearance for DoK in T4. It was from a questline in Reikland at the Chapter 21 warcamp Vanik's Horde. I don't know the name of the quest anymore but Google might help, and you need to wait for T4 ofc
