I know who the original poster is talking about. He or she isn't constantly doing it, but I've experience a few times the begging has happened.
As for scenario situations and trash talking, I feel its part of the game and I'm actually fine with it. If someone is bothering me with a constant diatribe, I just ignore them and play the game without reading what they spout on about. I would like the ignore function to work as I have come across a very small number of people in game that are annoying, but very few people actually private message me enough to care.

There's talking trash and then there's harassment. Mutual trash talk, who cares? But when you can't even speak at all without being harassed in chat, that crosses the line. Not everyone is interested in partaking in low-level stupidity, and Mythic previously made the decision to isolate the chat channels for this exact reason, so both types of behaviour aren't part of the game at all.
I wish I'd saved the damn logs. I will do in future. I'm not talking about tit for tat exchanges, I'm talking about the few idiots who take this so seriously that anyone playing the opposite faction is automatically a total subhuman and should be castigated for the crime of existing in their presence. The type who vehemently oppose any abuse of bugs or exploits, as long as they're being abused by the opposing faction, going so far to abuse their own bugs at the very same time as they are complaining about the enemy's - and God forbid you call them out on it. Dullards who interpret any opposite faction comment as an opportunity to dump line upon line of shite into spatial. People like that aren't trash talking, they are delusional and highly irritating.
Getting away from the point a bit though - hoping ignore is fixed in the next update.

I give this an easy thumbs up. Shout is enough and makes the most sense.

Was shout translated in the original WAR? Cause if not, don't violate 1.4.8. Shout and say are in principle exactly the same thing - spatial chats. If one is negated, both should be.

Mythic has been adamant about no cross-realm communication in both MMOs, instead delegating it to the forums.
Of course, they also moved to squash trash-talk and the establishment of rivalries on the forums when we got official WAR boards, at least when compared to sites like WHA or VN Boards, but I think that was in response to the MMO demographic 'opening up' a lot more and the general shift in attitude. You had more mouthbreathing idiots dropping low-tier flame and high-fiving each other over their "sick burnz", and you had more delicate flowers who jumped into the genre with WOW and whose trash talk purity had not yet been taken, so most forum threads (and, subsequently, realm-wide chat) just devolved into tears and rage.
Most official boards I've played on have been moving more and more towards the use of kid gloves, too -- I pretty much threw in the towel on ever seeing old school rivalries/heat when "calling players out" for dirt bag in-game activity became a bannable offence.
I forget where I was going with this but I guess the tl;dr is you have to decide which demographics you want to cater to and then manage your chat and forum moderation appropriately.

Its a fine line that someone is always bound to abuse sadly. Human nature is a pain in the ass, when people hide behind characters in games. Ultimately, its probably best to take it back to what was in the original game to stop the potential butt hurt.

I agree with Ignore for the same reasons and player in question! But to be honest i would ask friendly if chatting with opponent realm could be open in private message becouse i think and i know there are some good attitude players that found that way(pm with other realm) a way to balance for exemple scenarios...its not the 1st time that i pm someone or otherwise to check scenario classes and roll others to improve balance.Or even to pm someone on other realm via Social Window to ask their realmers to queue for scenario...This means not all are morons but at least give us oportunity to choose who deserves pming us and not
