DPS are not restricted to only dps a certain group. Other than group heal (which does have a logic, although I think aoe healing would have a higher skill cap if it was more in-line with heal spread around a radius of a player determined area) heals are not group limited.
One of a tank's primary roles is damage mitigation and guard is a major device to deliver that. Whether in pug warbands, or pugging in sc's... why restrict guard to a group. It cripples the tank from fully maximizing skill cap. Healers now can put absorb shields on those who aren't in the group...

All against guarding someone outside the group, same for most aoe heals and morals.

DoK and WP's aoe shield only worked inside your own party, but like AM / Shaman shields worked outside.
It was like that on live version also, thats why you always had a WP or DoK in each party + another healer + 1-2 tanks
Not really needed any change on how guard works. You need to learn to play with it. If you have a tank role in your party stay inside that party and help those guys out guarding the right person.

Well from a controll perspective is right as it's atm, be cc a important part of the game have only your tank being able to guard you mean limit how many ppl can guard you and so make cc on tanks more relevant.

I've always felt the snare is the tank's bread and butter. They're fine as it is. T1 only lasts an hour or two anyways.

How to Tank Like a F*n boss Or "Your 11 man only needs 1 tank":
1. Be in a SC with 11 players.
2. Be the only tank.
3 have the party Window open the whole time, User Interface is a crutch for Scrubs.
4. Swap parties to whoever needs.
5. Swap Guard.
6. Use Challange
8. Use your Snares
9. Use your interupts.
10. Don't give away free CC (especially you, Big Slash spamming BO)

12. Profit.
