I think if you had something like that but retooled for level 22, alongside a better bolstering system... and toss in a few things like a level 32-39 SC bracket. Level 22 players fighting level 31's in stalker/dev right now is already a slaughter, so it's something I don't think you would need to wait to implement.
They also said the level cap for T3 would be 31, that they wouldn't make any balance changes till t4, etc... T3 is ending up a lot more dead than I expected, and a lot of people are blaming it on crazy things like lack of advertising etc... but I really think it is just the hardcore base that doesn't want to constantly reroll alts is finding themselves with nothing to do after they hit 32/40, aside from a very slow medallion grind with no purple rain. And after that it is even worse.
People will say they just love playing the game without any strings attached, but I can pretty much promise you the majority of players need to feel that constant meaningful character progression that drives pretty much any MMO forward.
