I think if you had something like that but retooled for level 22, alongside a better bolstering system... and toss in a few things like a level 32-39 SC bracket. It would be pretty smooth.

Level 22 players fighting level 31's in stalker/dev right now is already a slaughter, so it's something I don't think you would need to wait to implement.

They also said the level cap for T3 would be 31, that they wouldn't make any balance changes till t4, etc... It's a server in alpha I don't see why we can't throw some people temporarily under the bus for the sake of moving things along faster.

T3 is ending up a lot more dead than I expected, and a lot of people are blaming it on crazy things like lack of advertising etc... but I really think it is just the hardcore base that doesn't want to constantly reroll alts is finding themselves with nothing to do after they hit 32/40, aside from a very slow medallion grind with no purple rain. And after that it is even worse.

People will say they just love playing the game without any strings attached, but I can pretty much promise you the majority of players need to feel that constant meaningful character progression that drives pretty much any MMO forward.

but thats exactly how it is now? people rather grind rats then play sc to level (and thus pop times are as bad as before the change) so own bracket for 32 was the right thing to do and changing this was the wrong thing to do. IMHO of course ;)

Pretty much, I think only brand new players really care about the lower tiers and the leveling process. Pretty much everyone I have met in game just wants to get powerleveled to T3 so the time they do spend leveling up is also going towards emblems and medallions, time spent in t1-2 is seen as a total waste of time since nothing you do there will matter end game... however even though they are getting shitcanned in scenarios at level 22 they are earning medallions and emblems which will become BiS or near BiS gear for the current endgame.

As far as SC brackets are concerned, I think the devs should try things out and see how they go. I'd rather wait 10 minutes to get into a decent SC if im solo queing than have no wait but lose because half the team is lowbies getting destroyed by people in endgame gear, which is why I think it is funny people are opposing a level/rr cap increase as if the powergap doesn't exist atm.

you say that but i really feel like bolster makes a difference now, maybe its a placebo effect but t1 even with no gear and stuff was really fun and not an absolute pain in the arse like back when the level cap was stuck at 12 you could compete even with your shitty militia gear vs other with BiS bloody/gale and what not stuff

but sersiously screw t1 and t2, a lot of us would love to power out of the 2 zones, no one wants to be stuck in there

the grind is painful and unfun especially in t2

I leveled up my BG like 2 weeks ago? The difference in power even from level 31 with green gear going into a totally fleshed out gear set and proper talismans and RR points was night and day in terms of how powerful I felt.

Unless they changed the bolster it isn't doing much besides boosting your wounds I think.

That is a little bit of a silly comparison but I think we need to factor in that players in their 20's will already by close to renown 40. They aren't right now but we will start to see that sort of trend, which is IMO a good thing.
Those low level players will soon have lots of goodies and gear available to them, they won't be weaklings.
But ya, brackets will need to be updated as we go.

Bolster scales all stats.

Have you or are you able to change how bolster works from live? I don't think anyone would be against a hefty buff or rework to how it functions especially for lower level characters in their respective tier.

I am comfortable with the Level cap and renown currently, i wouldn't be opposed to raising RR to 45 to give player something to do though. But like others said open RvR would be really imbalanced if they raised the cap to 39 and high renown ranks.
