So far we havent even a real group that works on the texturepack so we are at -0% right now

But to help you:
Am i right that the flickering is the strongest on the ground texture in Altdorf?
This cant be changed by changing or updating textures because its not the fault of the texture files .
This flickering is caused by bad/ non existing anistropic filtering (

So... what can you do if it hurts your eyes?
hmmm.... I tested some things out for you but nothing really seems to work.
you can force anisotropic filtering in your graphics card control panel, but that wont change much ( yes thats sad)
The only thing that really works is using Nvidia DSR or AMD VSR. (dynamic super resolution and virtual super resolution)
Most of the newer graphics cards have this option, and what it does is scaling the textures up to a higher resolution and then press them down ( sry i forgot the english word) to the original resolution again.
The bad flickering will then be gone but it only works for newer graphics cards and is very consuming.
I use this on my gigabyte gtx 970 and the game runs fine on 100fps.
What I also reccomend is not using any other graphical enhancements together with DSR/VSR.
On windows 10 you have to run the game with windows 7 settings (right click war.exe ->compability)
otherwise it will tend to crash more often while using DSR.
