Do I really need to explain why less desirable stats end up on weapons? It fills in space so you don't get massive increases in your primary stat. Not that complicated. Weaponskill is not a top tier stat, but it's not useless. Even for SM, you have nothing that converts the physical damage from your auto attacks into spiritual damage. That, and many other abilities that are not specifically spirit damage, will also benefit from weaponskill albeit not at the same level of efficiency. It does provide a small bonus to parry which is absolutely used by any melee class as well.
We're very comfortable with putting less efficient stats on items. In the end, for your specific spec, you're going to have one weapon that you use in 90% of situations and we call that Best in Slot. It's not that hard to figure out what weapon that ends up being because we have the internet and information is freely shared. That means every other item we put out that isn't your top tier best weapon, is going to have REASONS it's not top tier, and those reasons might simply be they have less efficient stats.
Being pressured to have every weapon option be significantly better than predecessors or increasingly efficient in stat balance is a dangerous path that we're not interested in walking. You're going to get new stuff, some of it will be good, some will be questionable. You'll figure out what works best for you, or you can pass on it. In the event that you get ACTUALLY useless stats (like ballistic for melee, or willpower on non-healers) we will happily adjust those to be functional stats.
